Note:
a. No sections or

in principle, the open times will adjust to follow the
schedule of administrative sections of Ming Chuan
University.
2. Students must keep quiet in the
library and refrain from using cell phones, talking
loudly, reciting, moving desks and chairs, or occupying
seats with books or other articles.
3. Students must keep the library
tidy. No eating, drinking, smoking, or spitting is
allowed.
4. Library stacks are open to the
public. Backpacks or other articles should be placed on
shelves or in lockers except valuables.
5. It is prohibited to make stains,
marks, notes, folds, tears, cuts in books, or to
otherwise damage books during use. Reference books,
periodicals, back newspapers, bound volumes of
periodicals, miscellaneous materials, and books
designated by instructors as reference books may not be
borrowed. Other books are available for loan in
accordance with to library book-loan procedures.
6. Students are requested to put all
books, back newspapers, materials, and magazines back in
their original positions after reading.
7. Students are requested to leave
the library immediately when the library is about to
close.
8. If violations of above 2. to 7.
occur, users will be punished in accordance with Ming
Chuan University Merit and Demerit Procedures.

Library Book-loan Procedures |

1. Faculty members, staff members,
and students of Ming Chuan University will use an IC
Card to borrow books; others with different kinds of
identification will borrow books in accordance with
relevant procedures.
2. For faculty members and staff
members, the loan period for books is 60 days and a
maximum of 30 books may be borrowed; for graduate
students, the loan period is 30 days and a maximum of 25
books may be borrowed; for undergraduates, the loan
period for books is 14 days and a maximum of 15 books
may be borrowed. The loan period for winter vacation and
summer vacation will be announced separately.
3. Faculty members, staff members,
and students may borrow books from the library of the
other campus and return books at either campus. An
application form for book transfer is required to be
completed to borrow books from the library at the other
campus. The due date is calculated from the borrowing
date.
4. If there is no reservation made
for a book five days before it is due, a loan extension
can be made one time with the loan period being in
accordance with Article 2 above. If books are overdue,
and no application for loan extension has been made,
users will be punished in accordance with according to
Fine and Compensation Procedures for Library Materials.
5. A maximum of five books may be
reserved at one time. When the reserved books are
available, an e-mail will be automatically sent by the
library system informing the user the book(s) are
available; the appointed books will be reserved for only
three days.
6. Materials that are not available
for loan include reference books, periodicals, back
newspapers, bound volumes of periodicals, miscellaneous
materials, books designated by instructors as reference
books, and other specified books or materials.
7. If there are stains, marks, notes,
folds, tears, cuts, or losses of returned books, the
borrower must take responsibility in accordance with
Fine and Compensation Procedures for Library Materials.
If it is difficult to trace the person who has damaged
the book, the last person on the list of borrowers must
take the responsibility.
8. Borrowers must use their own
library cards to borrow books. Students who borrow books
using others’ library cards or forged cards will have
their rights to borrow books suspended and will be
punished in accordance with Ming Chuan University Merit
and Demerit Procedures. If use of the library card is
authorized by the owner, a one-month suspension of
book-loan rights will be imposed both on the borrower
and owner of the card.
9. Library cards should be stored
safely. In the case of the loss of a card, a
notification of the loss by the owner should be
immediately made to the library. In any losses occur for
the library before notice is made, the owner of the
library card must take full responsibility and make
compensation.
10. Faculty members, staff members,
and students should return all borrowed books and pay
outstanding fines before graduating or taking leave, or
the graduation diploma or other relevant documentation
will not be issued.
11. Students who remove books from
the library without going through book-loan procedures
will be punished in accordance with Ming Chuan
University Merit and Demerit Procedures.

Fine and
Compensation Procedures for Library Materials |

1. These procedures have been
established as a basis to deal with situations where
readers lose library materials (including books,
periodicals, and audiovisual materials) or situations
where materials have been lost due to other illegal
behavior. These procedures also provide standards for
assessing the replacement value of such materials.
2. These procedures apply to readers
whose borrowed materials are overdue, damaged or lost.
3. In accordance with Articles 2 and
4 of Library Book-loan Procedures, a buffer period of
one week after the due date of borrowed materials will
be given. Materials that are not returned with the
buffer period will be regarded as overdue. A fine of 5
NTD per day will be levied for each overdue book each
day. Borrowers may look up their personal book-loan
information in the online library catalogue, and receive
reminders and overdue notifications from the personal
mailboxes provided by Ming Chuan University. If
materials are not returned before the end of the
semester, such materials will be assumed to have been
lost and borrowers’ book-loan rights will be suspended.
The borrower’s rights to borrow books will be reinstated
one month after the overdue fines are paid.
4. If the borrowed materials are
lost, the borrower should notify the library of the loss
before loan period has expired. In cases where the
notification is made after the overdue date, the
borrower will be required to pay for the loss of the
materials as well as the overdue fine.
5. All lost or damaged materials
should be replaced by the readers within one month after
notification of loss is made. Materials borrowed from
domestic institutions must be replaced within one month,
and those borrowed from overseas institutions must be
replaced within one and half months. Fines will not be
calculated during the purchasing period and will be
calculated after the due day and until the compensation
process has been finished.
6. If it is not possible to replace
the materials with original materials, the case will be
handled in the following way unless other rules apply:
(1) Borrowers will
pay a fine of three times the list price of the lost
materials.
(2) If the cost of
replacing materials is more than two times the list
price of the original materials, students may work off
the fine by working in the library on tasks assigned by
the library. The pay per hour will be in accordance with
current standards.
(3) Rare books that
are irreplaceable should be compensated for after their
value is appraised.
(4) If materials are
not acquired through purchase (copies are acquired
through exchanges or gifts), the fine will be paid in
accordance with Clause 1 of this article.
(5) If materials do
not indicate their list prices, 3 NTD will be paid per
page if the book has pagination and 800 NTD per volume
if there is no pagination. Other books (English,
Japanese, German, French, Italian, Spanish, and Russian)
will all be assessed at 2,000 NTD per volume without
exception.
7. If replacements for lost materials
must be ordered from abroad, the library may help order
the materials. The reader should pay one and half times
the list price of the material to the relevant section
of Ming Chuan University, and then wait for a refund for
overpayment or a supplemental payment for the
difference. If a replacement cannot be purchased,
students will be fined based on the rate detailed in
Article 6, Clause 1.
8. If the lost material is one volume
(or one piece) of a series which cannot be replaced for
the price of a single volume, the reader should pay the
total price of the series; if the lost material in a
series may be replaced for the price for only one
volume, the reader should pay three times the price of
the single volume.
9. Persons who purposely damage
materials will be punished according to Articles 5 to 8
of these procedures and Ming Chuan University Merit and
Demerit Procedures.
10. Persons who do not return all
borrowed books or who have not paid outstanding fines
may not go through procedures to leave their jobs or
leave the university.

Inter-library
Cooperation Association Reciprocal Borrowing Procedures |
Passed at
the Library Committee Meeting on November 8, 1997
1. Service aims:
In order to strengthen cooperation
among libraries, Ming Chuan University has partnered
with domestic and overseas university libraries in an
Inter-library Cooperation Association. This partnership
allows reciprocal borrowing and shared resources.
2. Reciprocal borrowing:
(1) Each cooperating
library offers a certain number of library cards in
accordance with regulations; each library card permits
the borrower to borrow three books for up to two weeks;
renewals and reservations are not possible.
(2) Faculty members,
staff members, and students participating in the
cooperative organization are permitted to borrow books
in cooperating libraries via library cards.
3. Notices for reciprocal borrowing:
(1) Borrowers in each
university must abide by other libraries’ regulations;
otherwise, borrowers’ rights will be cancelled.
(2) Borrowers must
take good care of the books; if borrowers destroy or
lose books, the case will be dealt with in accordance
with relevant regulations in participating libraries.
(3) If borrowers lose
library cards, they should notify the unit where the
original application for the card was made. If the card
is used for malicious purposes before the unit is
notified, the unit which issued the card will deal with
the problem.
(4) Overdue notices
will not be issued to individuals. If books more than
two months overdue cannot be traced, the unit which
issued the card will deal with the problem in accordance
with the library regulations of the institution from
which the book was borrowed.
(5) If borrowed books
are urgently needed, the library may request books to be
returned at any time.
(6) Students should
check their borrowing record with the Inter-library
Cooperation Association before leaving their
institutions. Otherwise it will not be possible to go
through procedures to leave their institutions.
(7) Borrowers should
abide by relevant regulations of copyright.
4. Individual libraries should
establish their own management regulations to facilitate
the implementation of these procedures.
5. Any matters not covered above will
be handled in accordance with relevant Inter-library
Cooperation Association regulations.
6. These procedures will come into
effect after administrators in participating libraries
have reported and approved them. Any revision must
follow the same procedure.
7. If any aspect of the agreement is
found to be unsatisfactory after being implemented,
these procedures may revised or annulled through
negotiation between both parties. |
Procedures for Use
of Inter-library Loan Card |
Passed at
the Library Committee Meeting on November 8, 1997
1. Students with student ID and
faculty members with faculty ID borrow an Inter-library
Loan Card.
2. Each cooperating library provides
Ming Chuan University with a certain number of library
cards. Users may borrow only one card from one
cooperating library card at a time; it is not possible
to borrow another card from the same library until all
the books are returned.
3. The period of use the
Inter-library Loan Card is one month; all books along
with the library card are required to be returned before
the due date.
4. Users who have their rights to
borrow books at Ming Chuan University suspended will
also have their rights to use the Inter-library Loan
Cards suspended.
5. Borrowers must return borrowed
books directly to cooperating libraries; the Ming Chuan
University Library does not conduct book-returning
procedures on behalf of borrowers.
6. If Inter-library Loan Cards are
lost, the borrower must immediately notify the Ming
Chuan University Library. If any losses occur before the
notification is made, the borrower of the card must take
full responsibility.
7. The borrower must be the same
person whose name is listed on the library card. If
users borrow books with others’ Inter-library Loan Cards
with the card applicant’s authorization, the users’
book-loan rights will be immediately suspended, and the
original applicant for the Inter-library Loan Card will
responsible for returning all borrowed books.
8. If the Inter-library Loan Card is
not returned before the due date, borrowers will have
their rights to borrow books in cooperating libraries
and in Ming Chuan University suspended until the library
card is returned.
9. When books are not returned by the
borrower by the due date, in addition to the punishments
made in accordance with relevant regulations at the
cooperating library, borrowing rights will also be
suspended at Ming Chuan University until all the books
are returned.
10. The use of Inter-library Loan
Cards must comply with established copyright, book-loan,
fine, and compensation regulations; if any violations
occur, borrowing rights will be suspended.
11. Borrowing limit and loan period:
(1) A maximum of
three books may be borrowed with each card, for a period
of up to two weeks.
(2) No loan extensions or reservations are possible.
12. If Inter-library Loan Cards are
all lent out to users, no loan extensions for cards will
be possible.

Procedures for
Using Temporary Library Card |
Passed at
the Library Committee Meeting on November 8, 2007
1. The Temporary Library Card may be
used by alumni, students in the university extension
class, and non-matriculating students.
2. Relevant ID and a deposit 1,000
NTD (or signature guarantor) are required to apply for
the temporary library card. Applicants will get deposit
back when returning the temporary library card.
3. A relevant ID card and a temporary
library card are required to process book-loan
procedures.
4. The loan period for books is 14
days and a maximum of five books may be borrowed; a loan
extension can be made one time.
5. The term of use for library cards
for alumni is one year, and card may be renewed for one
year when the term expires. The term of use for
university extension students and non-matriculating
students ends one week prior to the end of the semester.
All borrowed books must be returned and outstanding
fines must be paid before the term expires.
6. Persons who have not returned all
borrowed books or who have not paid outstanding fines
may not return library cards.
7. In the case of the loss of library
cards, a notification of the loss by the owner should be
immediately made to the library. If any losses occur for
the library before notice is made, the owner of the
library card must take full responsibility and make
compensation.

Book-loan
Procedures for Internship Advisors in Teacher Education
Center |

1. Instructors who are internship
advisors at internship schools may apply to the library
for a temporary library card to borrow books.
2. Applicants must bring the
Certificate of Service and temporary library card to
process book-loan procedures.
3. The loan period for books is 14
days and a maximum of five books may be borrowed; a loan
extension may be made once.
4. In the case of loss, a
notification of the loss by the owner should be
immediately made to the library. In any losses occur for
the library before notice is made, the owner of the
library card must take full responsibility and make
compensation.
5. The borrower must be the same
person whose name is listed on the library card. If
users borrow books with others’ library cards with the
card applicant’s authorization, the users’ book-loan
rights will be immediately suspended, and the original

Procedures
for Using the Book-drop |
Passed at the Library Committee Meeting on May 18, 2001
1. These procedures have been
established to allow readers to return books when the
library is closed.
2. The book-drop service can only be
used during periods when the library is closed. Users
are requested to go to library circulation desk to
return books when the library is open.
3. If the book size is too large to
fit into the book-drop opening, students are requested
to return books at the circulation desk when the library
is open.
4. The actual number of books
returned and time books are returned will be decided by
library records, and library users should go online to
confirm the return of books. If any discrepancies are
found, the book-drop users will take responsibility.
5. Matters not covered in these
procedures will be dealt with in accordance with Ming
Chuan University Library Book-loan Procedures.

Ming Chuan
University Procedures for Guishan Township Residents to
Use Library Resources |
Passed at the
Library Committee Meeting on January 8, 2004
1. Principles:
In order to give back to the local community and to
benefit Guishan township residents, Ming Chuan
University has opened the Taoyuan Campus Library
collection to the general public on the premise that it
will not affect the teaching and research conducted by
faculty and students.
2. Eligible group:
Township residents who are over 18 years and students in
high school (vocational high school) or above.
3. Application, reissue and
cancellation:
Township residents may apply for a library card at the
circulation desk in person. Applicants must present ID
(students must present student ID cards), a one-inch
photo and deposit of 3,000 NTD. If the library card is
lost, the borrower should notify the library in person
and prepare a one-inch photo and a 100 NTD processing
fee. If the above procedures are not followed, the
borrower has to accept full and total responsibility for
any losses that have been incurred. When township
resident users return the library card when they move or
for other reasons, they must return all borrowed books
and have their library cards cancelled backing order to
have their deposit returned.Any fines will be
automatically deducted from the deposit.
4. Rules for entering the library:
Township residents may enter the library with ID cards
(students may bring student ID card) which can be
exchanged at the circulation desk or library card to use
library resources, and borrow and return books. The
maximum number of people allowed to enter the library is
30 persons, though the number may be increased during
the winter and summer vacation depending on the
situation.
5. Book-loan regulations:
The library card must be used in person. The loan period
for books is two weeks and a maximum of three books may
be borrowed; a loan extension may be made one time only.
If borrowing period overlaps with collection inventory
or other important library activities, the borrowed
books must be returned within the time stipulated in
notices issued by library.
6. Punishment:
Failure to return library materials on time, damage to
materials, or loss of materials will be handled in
accordance with Fine and Compensation Procedures for
Library Materials.
7. Township residents should dress
appropriately, maintain quietness, keep the environment
clean, turn off or mute cell phones, pagers or other
electronic equipment, and obey relevant library
regulations.
8. Matters not covered in these
procedures will be dealt with in accordance with other
relevant procedures.
9. Upon being passed at the Library
Committee Meeting and approved by the president, these
procedures were implemented. Any revision must follow

Chapter 1 General
Provisions
Article 1 These procedures for a
complete library purchasing system were established to
effectively support research needs for faculty members
and students, as well as to enhance information
management.
Article 2 Passed by the Ming Chuan
University Budget Review Committee Meeting, the library
drafts the books budget every year in accordance with
the institution’s development needs to process every
purchase of library books.
Article 3 The library materials
referred to in these procedures are books, journals,
electronic resources and non-book materials.
Article 4 These procedures are the
basis of request, purchase, examination and
reimbursement for each academic unit, administrative
unit and all users.
Chapter 2 Book
Requests (non-book materials included)
Article 5 Books (and non-books
materials) requests should be processed by filling out a
Book Recommendation Form online or in writing, then
submitted to the library for approval. Purchase will be
made after approval by the president. If the price of a
book is extraordinarily high or the content is very
specialized, the recommendation should be made in
writing and approved by the unit administrator before
being processed as above.
Article 6 When attending meetings or
visiting abroad, full-time faculty members can assist
the library in purchasing conference proceedings or new
books published that year which the library has not yet
bought. The aforementioned purchasing procedures must be
made up upon return; this type of purchase is limited to
five volumes.
Article 7 In general, two copies of
each recommended Chinese book may be purchased, and one
copy of each Western book. The location of the new
purchase will be decided in accordance with school and
department professional needs and book categories. If
there are any special needs or many people reserve the
same book, more copies of some books may be purchased.
Article 8 In principle, the following
will not be purchased.
1. Publications that violate copy
right
2. Non-book materials for which there
is no published version or have not been granted legal
authorization
3. Books with content only
appropriate for high school and elementary school
students
4. Books with pornographic, violent,
immoral content, or those which incite illegal behavior
Chapter 3 Journals
and Electronic Resources Purchasing
Article 9 Journal or Electronic
Resources Recommendation Form should be filled out to
initiate purchases of journals and electronic resources.
After being approved by the unit administrator, forms
should be submitted to the library. The library will
evaluate the needs for different fields’ development and
annual budget flow to process purchases after approval
by the president.
Article 10 In order to coordinate the
annual library purchasing procedure, Chinese journals
should be recommended before every October and Western
journals before every September. If purchasing could not
be processed because of a late application, it will be
postponed to the next year.
Chapter 4 Library
Materials Purchasing for Special Projects
Article 11 If library materials are
purchased for the university through other funds, such
as National Science Council (NSC) projects or other
special research projects for example, the library
materials that have been bought should be submitted to
the library for cataloging in accordance with the
funding unit’s request. In order to facilitate progress
of the project, the project’s principal investigator may
purchase the library materials as needed within the
approved amount. At least two months prior to the end of
the project, information about the books, recommendation
form and purchase-related information should be
submitted to the library. After approval by the
president, cataloging and information system set up will
be completed; examination and reimbursing will be
processed in accordance with the relevant regulations.
Article 12 Upon completion of such
projects as mentioned in the previous Article, the
principal investigator of the project can borrow all
purchased library materials for up to one year. When the
materials are due, or the principal investigator of the
project leaves the university, the library materials
(including single machine copy of electronic resources)
should be submitted to the library for collection. If
the cover or any pages are damaged, scribbled on, or
marked in such a way as to affect other users rights,
the materials should be replaced in accordance with the
procedures for making compensation.
Chapter 5 Purchasing
Article 13 Book (including non-book
materials) purchasing
1. For purchases of all kinds of
library materials, one or more publishers who provide
the lowest bid will have priority to become a supplier.
2. If the purchase amount is between
30,000 NTD and 1,000,000 NTD and the items are eligible
for open bid, the lowest bidder will be informed by the
library and start processing the purchasing procedures.
Otherwise, the Acquisitions and Cataloguing Section
should get quotations from three publishers, negotiate
the price, and process purchase from the publisher with
the lowest quotation.
3. Purchases of amounts over
1,000,000 NTD should be processed in accordance with the
Government Purchasing Act or purchased in accordance
with an eligible joint contract.
Article 14 Journal Purchasing
1. Both domestic and overseas
journals should be purchased from the original publisher
or an authorized agent.
2. Purchases of amounts over
1,000,000 NTD should be processed in accordance with the
Government Purchasing Act or purchased in accordance
with the eligible joint contract.
Article 15 Electronic Resource
Purchasing
1. Should be purchased from the
original domestic or foreign electronic resources
publisher or their sole agent.
2. Join a domestic or foreign
electronic resources alliance, NSC for example, and
purchase by joint contact, as mentioned above.
3. If there are two or above domestic
agents selling electronic resources, and one single
electronic resource price is over 1,000,000 NTD, it
should be processed in accordance with the Government
Purchasing Act or purchased in accordance with an
eligible joint contract. If the price is under 1,000,000
NTD, it may be purchased in accordance with the regular
purchasing procedure.
Article 16 Library Materials
Purchasing for Special Projects
1. The library materials purchases
for an NSC project or other special projects which are
not over 1,000,000 NTD may be purchased by the library
or the principal investigator of the research project.
If the purchase amount exceeds 1,000,000 NTD, it should
be processed in accordance with the Government
Purchasing Act or purchased in accordance with an
eligible joint contract.
2. The delivery order and receipt
should be provided when the principal investigator of a
research project purchases library materials. If the
purchase amounts to more than 10,000 NTD, quotations
from three different publishers or agents should be
obtained and the lowest priced one should be chosen to
according to purchasing procedures. When purchasing
online or directly from overseas, the delivery order,
receipt and related exchange rate information (bank
statement, exchange memo or exchange rate from Taiwan
Bank) should be provided. A quotation is not necessary
in this case.
Chapter 6 Examination
Article 17 The delivery order and
receipt from the publisher or agent, quotations from
three different suppliers (except in cases of sole agent
or discount bidding) must be provided when books,
non-book materials and electronic resources are examined
and received. The examination and receiving procedures
will only be completed after the purchaser or library’s
examiner has checked the specifications of the materials
(including the test for required system connectivity)
and price accuracy.
Article 18 The purchaser and examiner
may check the specification for journals when processing
examination for journals. If journals arrive late or are
published late, the purchaser should push the publisher
regularly and ask for compensation based on the contract
to protect the library’s rights.
Article 19 Principal investigator of
a research project or others who purchase library
materials based on these procedures should provide the
library materials, recommendation form, and the related
information that is indicated in Article 16. The
examination procedures will be done after the library
examiner checks the specifications of the materials
(including the test for required system connectivity)
and price accuracy.
Chapter 7
Reimbursement
Article 20 After examining books,
non-books materials and electronic resources, the
related claim voucher (with delivery order, quotation
from three sources, receipts and exchange rate
information attached), is submitted for reimbursement
processing to the Controller’s Division.
Article 21 After purchasing journals,
the related claim voucher (with receipts provided by the
publisher or agents attached) is submitted for
reimbursement processing to the Controller’s Division.
Chapter 8
Implementation and Revision
Article 22 Matters not covered in
these procedures will be dealt with in accordance with
the relevant university regulations.
Article 23 Upon being passed at the
Library Committee Meeting and approved by the president,
these procedures were implemented. Any revision must
follow the same procedure. |
Procedures for
Using Northern Alliance of Technical Colleges and
Universities (NATCU) Library Card |
1. The borrower must be the same
person whose name is listed on the library card. If
users borrow books with others’ Inter-library Loan Cards
with the card applicant’s authorization, the users’
book-loan rights will be immediately suspended, and the
original applicant for the Inter-library Loan Card will
responsible for returning all borrowed books.
2. Each library card permits the
borrower to borrow five books from any one cooperating
library for up to 30 days; renewals and reservations are
not possible.
3. Users will use an IC Card to
borrow books in person. To check out books from any
cooperating library, users must complete the
Registration form and submit to the circulation desk for
approval. Upon approval, the users shall submit the
approved registration form to the original applying
library as a reference for overdue notice process.
4. Borrowers must return borrowed
books directly to cooperating libraries; the Ming Chuan
University Library does not execute book-returns on
behalf of borrowers.
5. If a borrower loses a library
card, he/she should notify the unit where the original
application for the card was made. If the card is used
for malicious purposes before the unit is notified, the
unit which issued the card will deal with the problem.
6. The use of NATCU Library Cards
must comply with established copyright, book-loan, fine,
and compensation regulations; if any violations occur,
borrowing rights will be suspended. |
Ming Chuan
University Provisions for the Establishment of the
Library Committee |
Revised and
passed at the Administrative Council Meeting on February
21, 2005
1. The Library Committee was
established in accordance with Article 5 of Standards
for the Establishment and Operation of University
Libraries, and assists in creating guiding principles
for campus library information services and deals with
major reform issues.
2. The president chairs the
committee. Ex-officio members are the Dean of Academic
Affairs, the Dean of Student Affairs, the Dean of
General Affairs, the Executive Director of the Research
and Development Division, the Executive Director of the
Controller’s Division, the Executive Director of the
Human Resources Division and the Dean of Libraries.
Other committee members are from each department, the
General Education Center, the Teacher Education Center,
or are recommended by other academic units, the Student
Association Committee President, the Departmental
Representatives Committee Chair and the Graduate Student
Representative. The term of the Library Committee
members is one academic year, and members are not paid.
The committee members can be re-nominated when the term
expires.
3. Matters dealt with at committee
meetings are as follows:
(1) Reviewing library
regulations and procedures.
(2) Suggesting library collection policies.
(3) Monitoring annual work projects, budgets and
implementation.
(4) Communicating borrowers’ opinions to libraries.
(5) Making suggestions about library reform.
4. The meeting is convened by the
Dean of Libraries and chaired by the president, and will
be held once every semester. Special meetings may be
called as necessary.
5. At least 50 percent of members
must be in attendance to hold a meeting, and at least 50
percent of members must be in attendance to pass a
resolution.
6. Other relevant persons may be
invited to attend the meeting if necessary.

president, these provisions were implemented. |

University Procedures for Managing Library Materials in
Collections Outside Library |
Passed at
the Library Committee Meeting on December 30, 2004
1. Ming Chuan University Procedures
for Managing Library Materials in Collections Outside
Library were established to allow departments and
graduate programs to apply to keep a portion of books,
journals and video collections belonging to the library
in their own departments.
2. Graduate programs or departments
may take possession of some library materials based on
the professional needs of their own units. Approval must
be granted by the library, and such transfers of
materials may not affect library collection development
project and policies. Students and faculty members will
be able to borrow and return books in the collection..
3. The library has priority for use
of materials which are kept outside the library when
there is urgent need.
4. Each departmental unit should
appoint persons to manage relevant materials, including
users’ borrowing and return records. In the case of any
personnel changes, persons in charge should ensure that
information and records of borrowing and returning books
have been brought up to date, and handed over. The
Readers’ Service Section should be informed of such
changes.
5. The access hours for materials
kept in various departmental units should be as
consistent as possible with the library opening hours to
facilitate the borrowing and returning of books.
6. In principle, the library will
visit each department with other relevant persons to
take an inventory during every summer vacation. Such
inspections may also be made on an irregular basis
depending on actual needs.
7. The library may recall materials
which are kept in various departments if the collection
has been mismanaged, if high rates of loss have
occurred, if books have been severely damaged, or if
users give negative feedback.

Library
Materials Disposal Guidelines |
Passed at
the Library Committee Meeting on December 18, 2008
1. These disposal guidelines for
library materials were established to increase and
facilitate the use of its collection and achieve greater
storage efficiency.
2. Library materials are withdrawn
from the collection for the following reasons: lack of
serviceability, obsolescence, irreparable damage or
insufficient use.
3. Criteria for Culling of Library
Materials:
A. Books
(1) Books which are
damaged, worn out, irreparable or determined to be no
longer of value.
(2) Lost or damaged
library materials that have later been retrieved.
(3) Duplicate copies
of low-usage materials
(4) Unnecessary for
research or study. Materials in special collections are
not subject to this restriction.
(5) Obsolete
materials that can be replaced by current materials.
(6) Materials
irreparably damaged by a natural disaster or other force
majeure.
B. Journals
(1) Bound journals
which are duplicates, infrequently circulated.
(2) Non-academic
journals which have been in the collection for over two
years.
(3) Complimentary
copies of non-academic journal which have been in the
collection for over a year and those are freely
accessible via the Internet.
(4) Text of journals
bound in a single volume which can be found in other
parts of the library collection
(5) Newspapers
archives which have been in the collection for over
three months.
C. Non-book materials: irreparably
damaged
D. Electronic Resources
(1) An Internet
resource that is no longer available or maintained.
(2) Resource whose
text is unreadable because of damaged hardware.
(3) Electronic
resources which the system can no longer access.
(4) Another Internet
resource offers more comprehensive coverage.
4. The execution of material disposal
shall be the responsibility of each custodial unit.
Library materials are to be culled in accordance with
the University’s asset disposal procedures. Upon
approval, the culled materials will be removed from the
catalog database.

procedures were implemented. Any revision must follow

Procedures for
Multimedia Resources Center |
1. The use of multimedia materials
and equipment shall comply with these regulations.
2. Multimedia materials are stored in
open stacks for patron browsing. Borrowers should
register with the circulation desk staff during opening
hours. Materials borrowed shall not be taken away from
the center. Registration for viewing multimedia material
closes 30 minutes prior to the closing of the Library.
3. Borrowers can only borrow one item
at a time. Materials should be returned on the same day.
4. Faculty members are allowed to
borrow video materials for teaching use. The borrowed
materials must be returned within the time stipulated in
notices issued by library. Relevant regulations are as
follows.
(1) The loan period
for books is seven days and a maximum of three books may
be borrowed; a loan extension may be made one time only.
(2) Video materials
that are not returned within the buffer period will be
regarded as overdue. Borrowers will be fined in
accordance with the Fine and Compensation Procedures for
Library Materials.
5. Video materials that are not
returned within the buffer period will be regarded as
overdue. A fine of 5 NTD per day will be levied for each
overdue item.
6. Video materials should be used
with caution. In the case of the loss of a card, the
owner of the library card must take full responsibility
and make compensation. If damage is found, the user(s)
is required to pay for damage at twice the market price.
7. Borrowers should abide by relevant
regulations of copyright. If any violations occur, the
owner of the library card must take full legal
responsibility.
8. Users who fail to comply with
library rules and regulations and ignore a staff request
will be asked to leave the premises.
9. Upon being passed at the Library
Committee Meeting and approved by the president, these
procedures were implemented. Any revision must follow
the same procedure.

Procedures for A/V
Media Classroom |
1. The main purpose of the A/V Media
Classroom is for all faculty members, staff members, and
students in Ming Chuan University to appreciate and
enjoy A/V media materials. Generally, six to 20 people
are allowed to use the A/V Media Classroom at one time
with a two-hour time limit. However, no one may use the
classroom according to a fixed schedule for a whole
semester.
2. Bookings may be made up to two
weeks in advance at the information desk with your
library card (either your student ID card or the
employee ID card) for the use of the A/V Media
Classroom. If you cannot keep your booking, please
cancel it at the information desk. No shows, who provide
no advance notice three times, will lose their rights to
book the facility for three months.
3. One representative is required to
leave his or her student ID card or the employee ID card
for use of the classroom each time, for equipment and
environment maintenance. After use, if no damage is
found, the ID card will be returned. If damage is found,
the user(s) is required to pay for damages at twice the
market price.
4. Use of the A/V Media Classroom is
limited to the public domain library collection and the
materials assigned by faculty members. No more than two
items can be borrowed at once.
5. No food or drink (including water)
is allowed in the A/V Media Classroom.
6. Please do not use your personal
audio-visual materials or equipment in the A/V Media
Classroom.
7. Please respect Intellectual
Property Rights, do not make unauthorized copies or
records.
8. Upon being passed at the Library
Committee Meeting and approved by the president, these
